Illinois SB3372 mandates the Department of Human Services to issue smart chip-enabled EBT cards to SNAP recipients to prevent fraud.
Illinois SB3372 amends the Illinois Public Aid Code to require the Department of Human Services to transition to issuing electronic benefits transfer (EBT) cards with smart chip or Near Field Communication technology for SNAP recipients. This change aims to reduce the risk of benefits fraud through card skimming or cloning. The new cards will allow SNAP recipients to make payments by inserting the card into a reader or tapping it on a contactless payment terminal.
