Illinois SB3227 creates the Nitrogen Reduction Incentive Program Act. The Department of Agriculture, in consultation with the Department of Natural Resources and soil and water conservation districts, will develop a program by January 1, 2027. This program aims to address water quality issues by incentivizing farmers to reduce commercial nitrogen fertilizer use. Farmers who reduce nitrogen fertilizer rates by at least 15% or 30 pounds per acre using qualifying products will receive an annual per-acre incentive of at least $5.
