SB3104 regulates plug-in solar energy systems in Illinois, prohibiting certain restrictions and liabilities.

SB3104 amends the Public Utilities Act to define and regulate plug-in solar energy systems. It prohibits electricity providers from requiring customers to obtain approval, pay fees, or install additional controls for these systems. Homeowners' associations and landlords are barred from restricting or prohibiting the use of plug-in solar energy systems with a maximum power output of 391 watts or less. Additionally, electricity providers are exempt from liability for damages caused by these systems.
