SB3099 repeals the Firearm Dealer License Certification Act and makes amendments to firearm-related laws.

SB3099 repeals the Firearm Dealer License Certification Act, which previously regulated firearm dealers in Illinois. The bill also amends the Gun Trafficking Information Act to require serialization of unfinished frames or receivers and firearms manufactured using a three-dimensional printer. It prohibits the possession, transport, or receipt of unserialized unfinished frames or receivers or unserialized firearms, with exceptions for federal firearms importers or manufacturers.
