The bill mandates that districts use a joint committee, composed of equal representation from the district and teachers, to decide on the incorporation of student growth data. If the committee cannot reach an agreement within 90 days, districts with 500,000 or more inhabitants are not required to implement the model evaluation plan and may implement their last best proposal.
