The Healing Through History Act requires the Department of Children and Family Services to provide prospective adoptive families with a complete, unredacted copy of a child's full case record at least 30 days before adoption finalization. This includes placement histories, caseworker notes, educational and psychological reports, therapy notes, and medical records. Former foster youth who age out of the system at 18 or older are entitled to the same records at no cost. The Act also mandates ongoing record access post-adoption or post-emancipation.
