The Healing Through History Act requires the Department of Children and Family Services to provide prospective adoptive families with a complete, unredacted copy of the child's full case record at least 30 days before adoption finalization. This includes placement histories, foster home records, caseworker notes, educational and psychological reports, therapy notes, medical records, safety plans, incident reports, and communications from previous foster placements. Former foster youth aged 18 or older are entitled to the same information at no cost.
