Illinois SB2687 establishes a Home Utility Rebate Program to provide rebates to qualifying households for electricity use.

Illinois SB2687, the Home Utility Relief Act, creates a Home Utility Rebate Program to provide rebates to households that use electricity and have a median household income between 100% and 500% of the poverty guidelines. The Department of Commerce and Economic Opportunity is tasked with creating this program as soon as practicable. The rebates are funded through the Home Utility Rebate Relief Fund, which receives a $500,000,000 transfer from the General Revenue Fund for fiscal years 2026 and 2027.
