Establishes the RISE Commission to oversee systemic equity initiatives in Illinois.

The bill establishes the Commission on Reform and Investment for Systemic Equity (RISE Commission) to oversee, track, and coordinate statewide investment strategies aligned with the Illinois Legislative Black Caucus pillars. The RISE Commission will administer grant programs, monitor outcomes, and advise the Governor and General Assembly on equity investments. It will also maintain a public database of funded projects and an annual equity investment report. The bill dissolves the Illinois African-American Family Commission and transfers its functions to the RISE Commission.
