SB2428 amends the Illinois Procurement Code to allow the Illinois State Toll Highway Authority to award up to 4 contracts per calendar year to mid-size businesses. The authority may award up to a total of 10 contracts under these provisions. The Illinois State Toll Highway Authority must prepare an annual report on the use of these provisions and submit it to the applicable chief procurement officer by March 1 each year. The provisions become inoperable five years after the award of the first contract under this section. The repeal date is extended to July 1, 2031.
