Amends the Transportation Benefits Program Act to exempt certain construction industry employers from its provisions if they have collective.

The bill amends the Transportation Benefits Program Act to exclude certain construction industry employers from its provisions if they have collective bargaining agreements. It defines "covered employer" as those in the construction industry employing 50 or more covered employees within one mile of fixed-route transit service. The bill also modifies definitions for "construction industry" and "covered employee.
