SB2311 amends the Flood Control Act of 1945 to establish a comprehensive State flood plan and regional flood planning process.

SB2311 amends the Flood Control Act of 1945 to mandate the Department of Natural Resources to prepare and adopt a comprehensive State flood plan by July 1, 2026, and every five years thereafter. The plan must include an evaluation of flood control infrastructure, a ranked list of flood control projects, and strategies to protect against flood-related losses. The Department must also adopt guidance principles for regional flood plans and designate flood planning regions corresponding to river basins.
