The Powering Up Illinois Act directs electric utilities to upgrade their distribution systems to meet decarbonization goals and comply with air quality standards. Utilities must establish electrification teams to manage the energization process, ensuring new and existing customers can connect without delay. The Illinois Commerce Commission sets target energization periods and requires utilities to report on their performance. The Act also mandates that at least 25% of electricians on charging infrastructure projects hold an Electric Vehicle Infrastructure Training Program certification.
