Illinois SB2045 amends the Unemployment Insurance Act to change how long unemployment benefits are paid. The Department of Employment Security will now pay 12 weeks of benefits if the state's average unemployment rate is below 5%. For every 0.5% increment above 5%, an additional week of benefits will be paid, up to a maximum of 23 weeks if the average unemployment rate is 10.5% or higher. The Department will calculate and publish the state's average unemployment rate. This change applies only to beneficiaries who start receiving benefits after the bill's effective date of January 1, 2026.
