Illinois SB1999 amends the Department of Transportation Law to require a life-cycle cost analysis for new construction, reconstruction, or replacement road projects costing over $500,000. The analysis must use actual data and aim for the lowest life-cycle cost. The Illinois Municipal Code is updated to mandate indoor air quality monitoring and laboratory analysis of windows and doors installed under the Residential Sound Insulation Program to determine health impacts from off-gassing. Municipalities must replace windows and doors in at least 750 residences annually, subject to appropriation.
