SB1954 allows Illinois counties to establish a process for recalling countywide elected officials through referendum or petition.

SB1954 amends the Counties Code to create a process for recalling countywide elected officials in Illinois. Counties can establish this process through a referendum or petition. For counties with populations of 500,000 or more, the petition must be signed by 5% of registered voters or 10,000 individuals, whichever is less. For smaller counties, the petition must be signed by 5% of registered voters or 1,000 individuals, whichever is less. If the petition is deemed sufficient, the county clerk and board must submit the recall proposition to the next general election in an even-numbered year.
