DETERRENT ACT

Introduced·2/6/25
Introduced Text

Illinois DETERRENT Act mandates transparency in foreign gifts and contracts for higher education institutions.

The Illinois DETERRENT Act requires higher education institutions to report annually on gifts and contracts from foreign sources. Private institutions with endowments over $6 billion or investments of concern over $250 million must detail their investments. The Board of Higher Education must maintain a public database of these reports, excluding names and addresses of foreign sources. Institutions face fines for non-compliance, with escalating penalties for repeat offenses. The Act also prohibits contracts with foreign entities or countries deemed detrimental to U.S.
