SB1869 modifies procurement rules for building construction projects in Illinois, particularly concerning the use of the single prime procurement.

SB1869 amends the Illinois Procurement Code to change how building construction projects are procured. It restricts the use of the single prime procurement method for projects valued at $5,000,000 or less to no more than 50% of total projects each fiscal year. For projects over $5,000,000, the Capital Development Board must make a written determination of the advantages of using the single prime method. The bill also applies similar restrictions to public institutions of higher education, limiting their use of the single prime method for projects valued at $20,000,000 or less.
