The bill creates the Elections Special Projects Fund as a special fund in the State treasury. It mandates that any federal grant reimbursements paid to the State Board of Elections be deposited into this fund. The moneys in the fund will be used for purposes consistent with the Illinois Constitution. Starting June 30, 2026, and each fiscal year thereafter, if the fund exceeds $1,000,000, the State Comptroller will direct the State Treasurer to transfer the excess amount to the General Revenue Fund.
