It mandates that the County Board in each county, except in counties with a population of 3,000,000 or more, divide its election precincts so that each precinct contains, as near as practicable, 1,800 registered voters. In counties with fewer than 3,000,000 inhabitants, precincts should contain 1,200 registered voters. The County Board must adjust precinct boundaries after each decennial census, following congressional and legislative redistricting.
