Illinois SB1603 prohibits prior authorization and other utilization controls for behavioral health services.

Illinois SB1603 amends the Illinois Insurance Code to prohibit health insurers and managed care plans from imposing prior authorization or other utilization management controls on behavioral health services. Behavioral health services are defined as those intended to treat mental, emotional, nervous, or substance use disorders. The prohibition applies to all group or individual policies of accident and health insurance or managed care plans amended, delivered, issued, or renewed on or after January 1, 2026. The bill also amends other Illinois codes to align with the new prohibition.
