SB1431 revises the composition and appointment process of the Cook County Sheriff's Merit Board. The Board now consists of exactly 3 members, appointed by the Sheriff with the advice and consent of three-fifths of the county board. Appointees must have honorably served in the U.S. military or naval services. All appointees undergo a 12-month probationary period during which they can be discharged at the Sheriff's discretion. Certain civil service employees transferring from the house of correction are exempt from these qualifications.
