The bill creates the GROW Illinois Grant Pilot Program, administered by the Illinois Student Assistance Commission. It provides grants to eligible students enrolled in certificate, license, or degree programs at public community colleges for high-demand industries. Eligible applicants must be Illinois residents, citizens or eligible noncitizens, and not in default on student loans. Community colleges must match the funds received from the Commission. The Commission determines the allocation of funds based on the number of students enrolled in the previous academic year.
