SB1294 amends the Illinois Procurement Code to prohibit the chief procurement officer from awarding contracts where more than 10% of the services, based on cost, are to be performed outside the United States. The bill also requires a report on the impact of outsourcing services for 17 State agencies, detailing costs and identifying contracts where services are provided outside the U.S. If a contractor shifts work outside the U.S. after a contract is awarded based on domestic performance, the contractor is deemed in breach unless the chief procurement officer determines otherwise.
