SB1245 amends the Illinois Vehicle Code to permit the operation of recreational off-highway vehicles on streets, roads, and highways. These vehicles must have a combustion engine with a piston or rotor displacement of 400 cubic centimeters or greater and be capable of maintaining speeds of 40 miles per hour or greater. The bill prohibits operation on interstate highways, toll roads, controlled access highways, and roads with speed limits over 55 miles per hour. Local governments can authorize operation on their roads if public safety is not jeopardized.
