SB1179 amends the Energy Efficient Building Act by updating the Illinois Energy Conservation Code. The Capital Development Board must adopt provisions requiring insulation in unvented attics and rafter assemblies to meet specific standards. These include air sealing with R-30 insulation and a maximum U-Factor of 0.038. The bill also mandates that houses attain a blower door test result of less than 2.5 air changes per hour at 50 pascals and require a balanced whole house mechanical ventilation system.
