Illinois SB0077 raises the bidding threshold for library construction and equipment purchases.

Illinois SB0077 amends the Illinois Local Library Act and the Public Library District Act of 1991. It raises the threshold for competitive bidding on library construction, improvements, and equipment purchases from $25,000 to $35,000. The board must advertise for bids when the cost exceeds $35,000 and let the contract to the lowest responsible bidder. Certain contracts, such as those for professional services or unique items, remain exempt from competitive bidding. The changes take effect immediately upon becoming law.
