Illinois HR0018 amends House rules to change bill sponsorship procedures. The bill allows a House member to request to become the Principal Sponsor of a Senate bill upon its arrival in the House. It also allows the Senate sponsor to request substitute House sponsorship of a bill by filing a notice with the Clerk. The bill further specifies that committee-sponsored bills may not have individual co-sponsors and that the Principal Sponsor may change the sponsorship of a bill to that of one or more other Representatives.
