Illinois HJRCA0005 proposes to amend the Illinois Constitution to change legislative redistricting. The bill removes the requirement for each Legislative District to be divided into two Representative Districts. It establishes a sixteen-member Independent Redistricting Commission, appointed by the Chief Justice and the most senior Supreme Court Justice of a different political party. The Commission must adopt and file redistricting plans for Legislative, Representative, and Congressional Districts by August 1 of the year following a federal decennial census.
