Exempts volunteers at early childhood facilities from certain food handling regulations.

The SERVING SMILES Act amends the Food Handling Regulation Enforcement Act to exclude volunteers at early childhood facilities and programs from certain regulations. This exemption applies to volunteers who only serve food and do not prepare it, regardless of whether they are paid or unpaid. The term "volunteer" is defined as someone providing services for civic duty, purpose, or altruism rather than economic gain.
