HB5607, the Advanced Technology Leadership Act, requires Illinois data centers with an aggregated IT load of at least 5 megawatts to use clean energy certificates for compliance. These data centers must retire eligible energy attribute certificates produced by wind, solar, hydropower, geothermal, and nuclear resources, as well as biogenic waste-to-energy electricity or clean hydrogen electricity. The Act sets specific percentages for these certificates to be used annually, increasing from 70% in 2027 to 100% by 2035.
