HB5604

Establishes the Cultural Districts Act in Illinois, creating 15 cultural districts and providing a process for additional districts.

The Cultural Districts Act in Illinois creates 15 cultural districts, including the North First Street Cultural District in Champaign and the Bronzeville District in Chicago. The Act allows areas designated as cultural districts under the Department of Commerce and Economic Opportunity Law to be incorporated as cultural districts. The board of commissioners manages the district's affairs, with powers to sue, enter into contracts, acquire property, and issue bonds. The board must notify sureties of the treasurer five days before transferring funds.
