County law libraries in Illinois will be open whenever courthouses are open, unless closed by operational necessity or county board decision. The clerk of all trial courts will charge a $2 fee at the time of filing the first pleading, paper, or other appearance by each party. The county board may authorize an additional fee of up to $21 through December 31, 2021, and $20 thereafter. The fees will be retained by the clerk and disbursed by the county treasurer into a County Law Library Fund. The fund's disbursements will be ordered by a majority of resident circuit judges in the county.
