HB5439 amends the Illinois Wildlife Code to issue free deer and turkey hunting permits to specific landowners and tenants. Illinois residents owning at least 40 acres of land in counties with chronic wasting disease can receive free permits to hunt only on their land. Nonresidents owning at least 20 acres in such counties must pay a fee set by administrative rule. Bona fide equity shareholders, members, and partners of corporations and limited liability companies owning at least 20 acres in affected counties receive free permits.
