HB5404 amends the Illinois Human Rights Act to include protections against discrimination, harassment, and retaliation based on race, color, sex, sexual orientation, gender identity, and national origin in elementary and secondary schools. The bill mandates that schools use a model training program developed by the Department, establish their own training program, or use an existing program that meets minimum standards. The training must be provided to all new employees and to existing employees at least once every two years.
