Illinois HB5319 allows community college districts to offer baccalaureate degrees under specific conditions.

HB5319 amends the Public Community College Act to permit community college districts to establish and offer baccalaureate degree programs. The board of trustees must demonstrate expertise, resources, and student demand. Tuition and fees for the third and fourth years of a baccalaureate program cannot exceed 150% of related lower-division course tuition and fees. The City Colleges of Chicago can establish up to three baccalaureate degree programs within three years, while other regions are limited to two.
