Illinois HB5238 establishes the NEST Program to provide financial support to new mothers in Illinois.

Illinois HB5238 creates the Illinois Newborn Equity Support Transfer (NEST) Program, administered by the Department of Human Services. The program provides direct cash assistance to eligible participants, defined as individuals who give birth in Illinois while enrolled in or eligible for Medicaid through Moms and Babies. Participants receive a lump sum payment of $1,500 in or around the third trimester of pregnancy and a monthly cash payment of $500 for the first six months following delivery.
