The River Access Modernization Act declares Illinois' navigable waters public for recreational use, including boating, canoeing, kayaking, and angling. It prohibits littering and altering flora and fauna, and grants the Department of Natural Resources rulemaking authority to designate public access points, resolve conflicts, and promote safety and conservation education. The Act protects landowners from liability for injuries or property damage unless gross negligence or intentional harm is proven. It also defines "navigable water" and "public recreational use.
