HB5136 amends the Fish and Aquatic Life Code to revise fishing license fees and requirements for Illinois residents. It mandates that holders of lifetime fishing or hunting licenses or lifetime sportsmen's combination licenses purchased on or after January 1, 2027, must pay the corresponding resident or non-resident fee when purchasing any permits or stamps required under the Code or the Wildlife Code. The bill also reduces fees for 3-year fishing licenses for residents aged 65 or older and resident veterans of the United States Armed Forces.
