Illinois HB5100 amends the Grant Accountability and Transparency Act to ensure that all subcontractors and subrecipients who receive state grants, whether directly or indirectly, are subject to the Act's provisions. This includes being subject to auditing by the Auditor General and complying with the Act's transparency requirements. The Act applies to grants from state or federal pass-through entities that are not subject to the Single Audit Act.
