Illinois HB4989, known as the Data Center Heating and Cooling Act, requires all new and existing data centers to implement a heat energy reuse plan using an air to water heat exchanger to heat nearby homes and businesses. Additionally, any data center with an aggregate demand load of 20 megawatts or more, constructed after the Act's effective date, must incorporate a liquid cooling system, such as direct-to-chip cooling or immersion cooling. The Act takes effect on January 1, 2027.
