Illinois HB4943 amends the Recyclable Metal Purchase Registration Law to restrict purchases of telecommunications wire and other equipment by recyclable metal dealers. It defines "telecommunications wire" and "burned wire" and makes it a violation for any person to possess, purchase, attempt to purchase, sell, or attempt to sell these items unless they are authorized agents or employees of a licensed contractor of a public utility or a provider of telecommunications services.
