Illinois HB4881 amends the State Budget Law to enhance benefit cost analysis for crime prevention programs and establish statewide result and outcome.

HB4881 amends the State Budget Law to require the Budgeting for Results Commission to include data from crime prevention programs, victims' rights groups, and law enforcement agencies in its benefit cost analysis for crime prevention programs. The analysis must conclusively show a reduction in crime to be considered a success. The Governor must establish the Budgeting for Results Commission to advise on performance-based budgeting. The commission will identify statewide result and outcome areas, review statutory mandates, and submit an annual report with recommendations.
