HB4781 amends the Public Utilities Act to redefine recoverable expenses for public utilities in Illinois.

HB4781 amends the Public Utilities Act to specify that certain expenses are nonrecoverable by public utilities. These include political, promotional, goodwill, or institutional advertising, as well as director and officer liability insurance. The Illinois Commerce Commission is directed to consider the financial benefit of other types of insurance to ratepayers or shareholders when determining recoverability.
