HB4740 amends the State Finance Act to allow the Travel Regulation Council to establish rules for up-front reimbursement of specific travel expenses. The Council, composed of the chairmen of travel control boards, is tasked with adopting state travel regulations and reimbursement rates, aligning them with federal rates. If the Council fails to adopt these regulations by March 1 of any odd-numbered year, the Director of Central Management Services will adopt emergency regulations.
