Illinois HB4685 amends the Criminal Code of 2012 by adding Section 10-3.2, which creates the offense of unlawful restraint for civil immigration enforcement. This offense occurs when a person knowingly and without express legal authority from an immigration agent detains another for the purpose of civil immigration enforcement, transfers another by force or threat of imminent force, induces another by deceit or enticement, or uses a deadly weapon while detaining or transferring another for civil immigration enforcement.
