Amends the Humane Care for Animals Act to allow animal control agents to access impoundment sites for animal care and to establish procedures for.

The bill amends the Humane Care for Animals Act to grant animal control or shelter agents authority to access impoundment sites for providing care and veterinary treatment to impounded animals. It also establishes procedures for the permanent forfeiture of companion animals seized under specific conditions, including within 14 days of a petition filing. The court may order forfeiture if the animal owner has been convicted or placed on supervision for certain offenses.
