Illinois HB4595 amends the Public Utilities Act to establish a Disconnection Protection Program and a residential rate cap for extreme weather.
Illinois HB4595 amends the Public Utilities Act to require electric and gas utilities serving over 500,000 customers to implement a Disconnection Protection Program. This program temporarily shields customers from disconnection if they apply for assistance through the Low Income Home Energy Assistance Program (LIHEAP) or the Percentage of Income Payment Plan (PIPP). Utilities must file annual plans with the Illinois Commerce Commission, which reviews and approves these plans.
