Amends the People Over Parking Act to limit parking requirements in large cities.

HB4588 amends the People Over Parking Act to restrict minimum parking requirements in municipalities with a population over 2,000,000. Specifically, it prohibits these cities from enforcing minimum parking mandates on development projects within a half-mile of a public transportation hub or an eighth-mile of a public transportation corridor. The Act allows for voluntary parking provisions, such as car-sharing or fee-based parking, but prohibits mandatory free parking. Exceptions exist for contractual agreements or site plans approved before the Act's effective date.
