It expands the list of potential perpetrators of child abuse to include a child's parent, a parent's paramour, or any other person 14 years of age or older who causes physical or emotional harm, creates a substantial risk of physical injury, commits a sex offense, or engages in other specified offenses against the child. It also defines "neglected child" as one who is not receiving necessary nourishment, medical treatment, or other care necessary for well-being.
