Reinserts the provisions of the introduced bill with the following changes. Excludes from the definition of "covered service" any public utility, alternative retail electric supplier, or alternative gas supplier. Provides that an entity that engages in a high-risk transaction involving a covered service (rather than an entity that provides a covered service) shall use identity verification to verify a person's identity before initiating or modifying an agreement to provide the covered service. Makes changes in provisions concerning recordkeeping. Removes reporting requirements. Effective January 1, 2027.
